From the world of sports to music to public service, women in the spotlight are being hunted, harassed, and threatened by dangerous individuals. These aren’t isolated incidents. These are warning signs. And the truth is any one of these women could have been killed.
That’s why I’m saying what too many in Congress won’t . Our current laws aren’t good enough. Right now, a man can cross state lines to stalk a woman, post death threats online, bring an engagement ring and lingerie to her workplace and still get off with probation. That’s not justice. That’s a system waiting for a tragedy.
If I run and if I’m elected to Congress in 2026, I’m introducing legislation to strengthen our federal anti-stalking laws. With mandatory prison time, national monitoring, and protections specifically for women and public figures who are most at risk.
This isn’t just about punishment , it’s about prevention. It’s about stopping these sick and dangerous individuals before they escalate. Before another woman’s life is destroyed. Before we wake up to the news headline that says Caitlin Clark was killed by a stalker. We have the power to fix this. And when I get to Washington, I intend to so.
But we don’t have to wait until 2027. We don’t have to wait until Kincaid is elected to congress. Congress could and should pass this legislation now. Before a tragedy happens.
The Stalking Victim Protection and Accountability Act of 2027
Holding Dangerous Stalkers Accountable Before It’s Too Late
Every year, high-profile women athletes, entertainers, and public servants are stalked, threatened, and harassed by dangerous individuals. Yet too often, these stalkers are released on probation, even after crossing state lines or posting explicit threats of violence.
Enough is enough.
The Stalking Victim Protection and Accountability Act of 2027 is a federal bill that would close dangerous legal loopholes and ensure individuals who stalk across state lines, violate protective orders, or fixate obsessively on public figures are put behind bars not let off with probation.
Key Provisions of the Bill
Mandatory Prison for Dangerous Stalking
- Increases penalties under federal law (18 U.S.C. § 2261A)
- Requires a minimum of 3 years in prison (up to 15 years) if:
- The stalker crosses state lines
- Makes credible threats of violence
- Targets someone with a public platform (e.g., NCAA athlete, elected official)
- Violates an existing protective order
Celebrity & High-Profile Victim Protection
- Creates a new “public figure enhancement” to add 5 years to any stalking sentence when the victim is:
- A collegiate or pro athlete
- A performer, influencer, journalist, or public servant
Mental Health + Incarceration
- Allows judges to send mentally unstable stalkers to federal medical prisons
- Requires mandatory psychiatric care during prison and after release
National Stalker Alert System (NSOAS)
- Creates a federal registry of high-risk stalkers under protective orders
- Alerts law enforcement if they travel near their victims
- Restricts access to air travel, public venues, or firearms when necessary
Why This Matters
Victims like UConn basketball star Paige Bueckers have been stalked by delusional, obsessive men who crossed the country to confront them bringing engagement rings and lingerie, while posting threats of death and forced marriage. In some cases, the stalkers are arrested only to walk free with probation.
This bill ensures justice comes before tragedy. It protects not just the victim, but the team, the public, and our communities.
