KINCAID Exploratory Committee

Announcing Exploratory Committee for Washington’s 1st Congressional District

Today, I am announcing the formation of an exploratory committee to run for Congress in Washington’s 1st District.

I am a Democrat—and if I run, I will likely be challenging fellow Democrat, Representative Suzan DelBene, who has held this seat for over 12 years.

The state of Washington ranks as one of the worst states to retire in. One major reason is affordability. But that won’t be a problem for Representative DelBene—because like so many politicians, her net worth has skyrocketed during her time in office. In fact, according to Quiver Quantitative, it has more than doubled—from $60 million to $126.34 million.

That may sound shocking, but it’s not unusual. More than half of all members of Congress are millionaires. And among the top 10 wealthiest members, Suzan DelBene is number eight.

Let me be clear: I’m not attacking people for being rich. I’d love to be rich. I have no doubt that being rich is fantastic. But here's the point: Congress no longer reflects the American people. It doesn’t look like the “government of the people, by the people, for the people” that Abraham Lincoln envisioned.

In a world where mega-corporations and the people who run them wield enormous money, power, and influence, we must remain vigilant. We must ensure that our representatives are working for us, not for corporate interests.

Many people in Washington are deeply concerned about the large donations Representative DelBene has received from corporate-affiliated political action committees (PACs). When compared to other Democrats, the amount of corporate money she’s taken is significantly higher.

So Why Run?

Why would I run for Congress? Why challenge someone from my own party?

There are two reasons: one is Representative DelBene herself, and the other is the Democratic Party as a whole. Both have been wrong on key issues—issues that contributed to our party’s devastating loss in the last election. That loss is why Donald Trump is now president again.

If the Democratic Party doesn’t change course, then Vice President J.D. Vance could be our next president. And while we may survive another Trump term, a Vance presidency could be the point of no return. It could take generations—if ever—for this country to recover.

As the saying goes: “Those who fail to learn from history are doomed to repeat it.” Sadly, the Democratic Party hasn’t learned. Instead, it has doubled down on the very positions that cost us the trust of everyday voters.

The Issue of Fairness in Sports

One of the clearest examples is the party’s continued support for allowing biological males to compete in women’s sports. The Democratic Party is wrong on this issue. Representative DelBene is wrong on this issue. Her vote against the Protection of Women and Girls in Sports Act made that perfectly clear.

The reason she gave for voting against the bill was weak and politically calculated—an answer that insulted the intelligence of her constituents. She either supports this unfair practice or lacks the courage to oppose it. Either way, it’s unacceptable.

Most Americans—including most Democrats—oppose this policy. It’s unfair. It defies common sense. And it’s just plain wrong. I’ve seen the courage of female athletes who have spoken out. And have refused to compete against men.

I’ve met Democratic voters who know this is wrong but are afraid to say so. To them, I say: Your silence must end. Because fairness matters. Because women matter.

Let me be clear: this isn’t about attacking the LGBTQ+ community. Many in the LGBTO+ community feel the same way. And are against men in women's sports. One of the greatest  female athletes in history. Who just happens to be a gay woman. The tennis legend Martina Navratilova , has spoken out against men in women's sports. She is a true hero , champion. A pioneer  , a trailblazer  . A role model and inspiration  to all women. Let's close our eyes and imagine that we could go back in time. To the start of her career in sports. What if Martina Navratilova was forced to play against  men calling themselves transgender? So many victories and trophies would have been stolen from her. And that would be wrong. And if a person can't understand how that would be wrong. Then that person's level of stupidity is so high. There is no reasoning with them. People keep screaming trans rights. But what about women’s rights? The rights of one group. Should not require taking away the rights of another group.

I’ve worked with transgender individuals. I’ve always treated them with dignity. And I’ll continue to do so. But respect is a two-way street.

A man taking a championship title away from a woman is not progress. It’s not a civil rights victory. It's a setback for fairness. And in many cases, it’s not even about identity—it’s about exploitation.

We’ve seen a rise in people who previously identified as cross-dressers now calling themselves transgender—sometimes out of strategy, not sincerity. This isn’t equality. It’s opportunism.

And while most young people are incredibly kind and open-hearted, that kindness is being taken advantage of. I once saw an interview with a mother who was upset because a male student  had joined the girls' sports team and was changing in the girls locker room. Her daughter, who was uncomfortable with it, didn't want her mom to speak out because she didn't want to hurt the boy's feelings. Her daughter was  changing in a different area , and not in the girls locker room. Compassion shouldn’t require young girls to give up their sports, their privacy, or their dignity.

This Is About More Than One Issue

This campaign is about more than one issue. It’s about restoring trust, protecting working families, strengthening public education, and holding both parties accountable to the people they serve.

It’s about proving that the Democratic Party can still stand for fairness, reason, and integrity.

I’m not running just to make a point—I’m running to make a difference.

If you’re ready to bring courage and clarity back to Congress—and if you’re ready to help the Democratic Party find its way again—then I invite you to stand with me.

Let’s chart a new course.
Let’s bring honesty back to politics.
And let’s fight for a future we can all believe in.

Thank you.

Kincaid's statement on Olympus Spa " Olympus Spa Is the Hill I'm Willing to Die On "

Let’s save Olympus Spa. I was truly shocked when I learned about the injustice that happened to Olympus Spa in Lynnwood. Honestly. I kept thinking WTF over and over again. Why? How? How is something like this even possible? At first, I thought  this insanity would never hold up in court. I thought, “No way the people of Washington voted for this.” And I was right  they didn’t . The voters didn’t decide this. The state legislature did. They passed a law saying that a biological man   yes, even a man with male genitalia  could put on a wig and a dress, and the state would declare him legally a woman . They would give him a new driver’s license with an “F” on it. And then they’d turn to places like Olympus Spa , a women-only business where patrons are nude, and say: “You have to let him in. Or we’ll sue you.” It didn’t matter that female customers were uncomfortable being naked around men. It didn’t matter that this violated the Christian beliefs of a Korean-owned ...

Proposal: No Federal Income Tax for Persons Earning $61,000 or Less

No Federal Income Tax and Tax Filing for People Earning 61,000 or Less Summary This proposal would eliminate federal individual income tax liability for people earning $61,000 or less in total wage income, simplifying the tax system for tens of millions of working Americans while having minimal impact on federal revenue. So those people  making about 29.33 an hour and under. Would pay zero federal income tax . And would not be required to file a tax return every year.  Payroll taxes would still be taken out of paychecks . For example Social Security and Medicare . And that's it no federal tax taken out of paychecks.  Rationale Based on IRS data from the past decade (2013–2022), households earning $61,000 or less make up approximately 50–60% of all U.S. tax filers. This group contributes only 2–3% of all federal individual income tax revenue, equal to $53–$79 billion per year, depending on the year. That amount  is a rounding error in the Department of Defense. ...

Kincaid’s Statement on Antisemitic Attack Against Jewish Student in Seattle

This is a deeply disturbing case of antisemitism targeting a 15-year-old Jewish girl at her high school in Seattle. This is racism. This is hate. This is evil. What the other students did to her is unconscionable—and so is the failure of the school system to protect her. I call upon the Mayor of Seattle, the Governor of Washington, the State Attorney General, and all city, state, and federal representatives to condemn this act without hesitation. I urge them to fully investigate the students and staff involved, and to offer their unwavering support to the victim and her family. The people of Seattle—and the entire state of Washington—should be horrified that this happened. We should be embarrassed. We should be ashamed. There is an infection of evil spreading in our country, and this case is one of the most chilling symptoms. I fear what the students who committed this act may be capable of as adults if this hatred is  left unchecked. Case Outline : Antisemitism at Nathan H...

Kincaid Gun Control Policy

I feel there has been a big whole in the debate on gun control policy. I feel that the focus has been on laws that will do nothing. To protect people from the daily street crime that is happening. They has never been a focus on stolen handguns. And on preventing guns from getting stolen. As you know. Home invasions and car break ins happen every day. And many times this results in guns being stolen. A criminal should not be able to simply break a glass window. And then walk away with a bag full of guns. In a matter of minutes. There is no federal law requiring the secured storage of guns. A child safety lock comes with a gun. But there is no real requirement that you use it. And that doesn’t prevent a gun from being stolen. Like a lock box or safe would. A few states have laws requiring the safe storage of guns. But most do not. So right now. Preventing someone from just leaving their gun. In the glove box of their car. And if that gun is ...

Shine a light on child marriage in America

"In the absence of light, darkness prevails" is a quote from the first Hellboy movie. It came out in 2004. For some reason, that line has always stuck with me. When it comes to darkness or evil. It is profoundly true. When it comes to child marriage. Most people think it is something that only happens in foreign countries. Most people have no idea that it happens in America. In 2019, Brazil banned child marriage for those under 16. And recently, Colombia made the minimum age to marry 18 with no exceptions for pregnancy or parental consent. America needs to catch up with Colombia and the rest of the world. As of 2025, only about a dozen states have banned child marriage outright (18 with no exceptions). In many other states, minors as young as 16, 15, or even 14 can still marry under certain circumstances. Some common exceptions that allow child marriage are parental consent. Judicial approval (the judge can waive the age requirement). Pregnancy exceptions (some states al...

Long history of failure to protect women from sexual assault at Peace Corps

Proposal to Sunset the Peace Corps and Redirect Funding to the Universal Pilot Health Plan Executive Summary This proposal recommends the complete shutdown of the Peace Corps and the permanent redirection of its funding to support the Universal Pilot Health Plan. The Peace Corps has suffered from decades of systemic failure to protect its female volunteers from sexual assault. Despite legislative efforts, including the Kate Puzey Act of 2011, internal reforms have failed to produce transparency, accountability, or meaningful protection for vulnerable service members. This is not merely a failure of policy—it is a moral failure of the institution. We cannot tolerate government inaction when it comes to sexual violence. The Peace Corps has lost the trust of the public and of the volunteers it claims to serve. It is time to shut it down. I. Justification for Dissolution A. Systemic and Ongoing Failure Over 350 rapes and attempted rapes have been re...

White House Office to Combat Antisemitism

Proposal for the creation of a White House Office to Combat Antisemitism .  Proposal: Establish a White House Office to Combat Antisemitism 🔹 Executive Summary Despite rising antisemitism in the United States and around the world, there is no permanent White House office solely dedicated to this growing threat. While agencies like the State Department and Domestic Policy Council play supporting roles, their efforts are fragmented, reactive, and largely invisible to the public. We propose the creation of a White House Office to Combat Antisemitism — a permanent, Cabinet-adjacent entity within the Executive Office of the President — to lead, coordinate, and elevate national efforts to prevent antisemitism in all its forms. 🔹 Purpose The White House Office to Combat Antisemitism (WH-OCA) will: Lead national strategy to prevent antisemitic hate crimes, discrimination, and online radicalization. Coordinate federal agency responses across DOJ, DHS, DOE, and others. Serve a...

Healthcare Policy - Proposal for Universal Healthcare Beta Test

🔷  A Real-World Proposal for Universal Healthcare: Phase-by-Phase Before a tech company launches a new product, they beta test it. Before a car hits the road, it goes through years of prototyping and testing. But when it comes to healthcare, we act like our only option is to either leave everything broken—or bulldoze the entire system overnight. That’s why every push for Medicare for All has failed. It’s not that the idea is wrong. It’s that the rollout has never been realistic. 🔹  Phase One: The Beta Test We start small. We take $16 billion—just a drop compared to federal health spending—and use it to purchase and reopen Crozer-Chester Medical Center and Taylor Hospital in Pennsylvania. These hospitals were wrecked by private equity, but they could become the heart of a prototype Universal Healthcare system. The plan stays open to everyone within a 30-mile radius. It still accepts private insurance, but also offers a new public plan. $1 billion per year wou...

Kincaid Immigration Policy

A Real Discussion On Immigration This nation has never had a real conversation about immigration. Not the conversation we need — the one that asks how we got here, why tensions are rising, and what kind of society we want to build. Instead, we get sound bites and photo ops. Politicians from both parties offer slogans, not solutions. They tell us, “these are jobs Americans won’t do,” and that “we need immigrants to keep prices low.” That’s the full extent of the conversation. But it’s not honest — and it’s not enough. Here’s the truth: Today in America, 42% of our agricultural workers are undocumented immigrants. So are 23% of construction workers. This isn’t a system built on fairness — it’s one built on exploitation. We have created an economy that depends on people who live in the shadows. A system where millions are essential — but also vu...
