I am running for Congress in Washington's 9th District in 2028. This year I ran in the 1st District. I did not make the top two. Thank you to everyone who voted for me. I am still working through the results. They were not what I expected. So what happened? Local news barely covered the 1st District race before the primary. Other races got real reporting. The 3rd District got a lot of it. Voters there had information to work with. Voters in the 1st District did not. The Seattle Times endorsed Suzan DelBene. An endorsement is not reporting. The Everett Daily Herald did the kind of reporting voters need. It provided the voters information on all the candidates in the election. A 15 year old girl was waiting for the bus at the Northgate transit stop when Joshua V. Kowalczewski age 36. Rode up on a bicycle, asked her age, told her she was attractive. Then threatened her and forced her into nearby woods. Where police say he sexually assaulted her. Kowalczewski has been arrested and charged. And is being held on $1 million bail.  The reason this case has drawn public attention is his record. According to KIRO 7 . Kowalczewski had 28 arrests and 13 convictions spanning 19 years. The historic neighborhoods of Chinatown, Japantown and Little Saigon in Seattle's International District are not part of Washington's 1st Congressional District. They belong to District 9. But the Asian American communities in Bellevue, Kirkland, Redmond, Bothell and across WA-01 are very much part of this campaign  and what happens in Seattle's Asian neighborhoods matters deeply to them  and to all of us. The families and business owners of Chinatown, Japantown, and Little Saigon are largely immigrants or the children of immigrants people who followed the legal immigration process. A Note on the District Lines Let me be upfront about something. The Eastgate neighborhood sits in south Bellevue. Which falls within Washington's 9th Congressional District not the 1st District I am running to represent. North Bellevue is in the 1st. So why am I speaking out on this? Three reasons. First this is my backyard. The people affected are my neighbors. And I will not stay silent about a public safety failure next door simply because a district line runs through Bellevue. Second the shelter compact that created this situation was a King County regional decision. One that crossed multiple city and district lines. Involving Bellevue, Kirkland and Redmond together. Regional decisions demand regional accountability. Third these facilities receive federal funding. Which means any member of Congress in this region has a legitimate oversight interest in how that money is spent and whether the programs are working.
